These conditions govern access to and use of this website. Browsing its content, opening a search tool, or otherwise using the service constitutes acceptance of the terms below. Anyone who does not agree must discontinue use.

NO FCRA USE. This privately operated website is independent of federal, Pennsylvania, and Cumberland County government. It and its advertising partners do not provide products for credit decisions, employment screening, insurance underwriting, tenant evaluation, or another use regulated by the Fair Credit Reporting Act (FCRA). Its purpose is to identify official criminal-record resources in Cumberland County, Pennsylvania. It is neither a private investigation business nor a consumer reporting agency.

1. What This Website Is

This is an independent private reference site, not a government office. It does not maintain official criminal files, retrieve government records, conduct official checks, or submit court papers on a user's behalf.

Its content identifies Cumberland County courts, county record custodians, the Pennsylvania State Police Bureau of Records and Identification Central Repository, and the Pennsylvania State Police Megan's Law Website. Some pages also provide access to outside research tools.

Official Pennsylvania records remain subject to the Pennsylvania Right-to-Know Law, 65 P.S. §§ 67.101 through 67.3104, the Criminal History Record Information Act, 18 Pa.C.S. §§ 9101 through 9183, and the separate Pennsylvania Supreme Court public-access policies for judicial case records. Those laws and policies govern the custodians, not this private website.

2. Rules for Using This Site

Use of the site is conditioned on an agreement not to:

  • Violate a federal, Pennsylvania, or local law through the service
  • Threaten, stalk, or harass a person using information obtained here
  • Rely on site content for hiring, housing, credit, or insurance decisions
  • Attempt unauthorized entry into accounts, servers, or restricted systems
  • Deploy bots, scrapers, or other automated collection tools against the pages
  • Disrupt performance or prevent others from accessing the service

3. No Harassment, Stalking, or Discrimination

No one may use information found here or through a linked service to intimidate, threaten, stalk, harass, or discriminate against another person. Such conduct may also violate criminal law. The Pennsylvania State Police Megan's Law Website expressly warns against misuse of registry data. That information supports public safety awareness and does not authorize vigilante conduct, blacklisting, or discriminatory treatment.

4. We Are Not a Consumer Reporting Agency

This operation is not a consumer reporting agency under the FCRA. It produces no consumer report, credit report, or background-check product. The website and its advertising partners do not offer tools designed to evaluate applicants, rental requests, insurance risk, or credit. Information from the site or a linked tool must not be used to:

  • Make a hiring or termination decision
  • Evaluate a prospective renter or housing applicant
  • Assess credit or determine an insurance premium
  • Decide eligibility for a permit, license, or government benefit
  • Carry out any other activity governed by the FCRA

A check needed for a regulated purpose must come from the Pennsylvania State Police or a screening provider that complies with the FCRA and the law governing that use.

5. No Legal Advice

Site content is general information, not legal advice. It cannot determine how a Cumberland County charge, warrant, conviction, expungement rule, or limited-access law affects a particular person. Consult an attorney licensed in Pennsylvania for advice about an individual matter.

6. No Warranties

All content and services are supplied "as is." No warranty is made that:

  • Information will always be complete, accurate, or current
  • Access will remain continuous and uninterrupted
  • Every page will be free from defects, errors, or security vulnerabilities
  • An outside search partner will return complete or correct results

Criminal-record status can change when charges are filed or dismissed, a court limits access, or an expungement is processed. Delays and omissions can occur. Only the court, Pennsylvania State Police, Sheriff, police department, prison, or other originating custodian can issue an official statement about its record.

7. Third-Party Services and Links

Links may lead to county offices, Pennsylvania agencies, court portals, legal-aid groups, or outside search providers. Those destinations operate independently. This site does not control their availability, prices, content, privacy practices, or data handling and assumes no responsibility for them. Review the destination's own terms before proceeding.

8. Intellectual Property

Text, code, logos, and graphics belong to Cumberland County Criminal History or its content partners. They may not be copied, adapted, distributed, or used to create derivative material without prior written authorization.

9. Limits on Our Liability

To the maximum extent permitted by law, no liability is accepted for damage arising from use of the site, including reliance on information obtained from a page or an outside service reached through a link.

10. Indemnification

A user agrees to defend and hold the site harmless from claims, demands, or proceedings caused by that user's conduct or breach of these terms, including associated legal fees and costs.

11. Governing Law

Pennsylvania law governs these terms. Any action arising from use of the website must be brought in a court located in Pennsylvania, subject to any controlling jurisdictional rule.

12. Changes to These Terms

These conditions may be revised at any time. A revision becomes effective when the updated language is posted here.

13. Cutting Off Access

Access may be suspended, restricted, or terminated at any time, for any reason, without advance notice.

14. Severability

If a court finds one provision invalid or unenforceable, all remaining provisions continue in force. The affected language will be modified only to the extent required for enforceability.
